Actual revaluations occur every 3 to 8 years depending on the county. The valuation process is separate from the tax rate process. For example, as part of their 2008 valuation process, Durham County revalued all properties to market and sent notices to homeowners in November 2007. The new valuations are effective January 1, 2008. By mid year 2008 most appeals have been heard and final valuations are now set. The County and City have set their 2008 tax rates based on budgetary needs, the 2008/9 rates declined.
